Pace
The average person talks at about 150 words per minute. Is the average silent reading speed higher, lower, or about the same?
Higher: about 238 words per minute.
For silent reading of non-fiction, the average adult lands around 238 words per minute: nearly 90 words per minute faster than speech.

Reading fluency
Re-reading lines you have already read is normal in small amounts. Done habitually, though, it starts to tax your attention.

Habitual re-reading does more harm than good: you mostly return with no clear intention, re-reading text you already understood. That quietly chips away at your confidence in your own understanding and makes reading more taxing; a page takes longer, focus slips sooner, and the slipping triggers more re-reading. A cycle.
